This presentation is part of the Illinois Park Law Enforcement Association (IPLEA) conference being held at Eagle Ridge Resort, September 17-20, 2017.

 

COURSE CONTENT:   This presentation highlights and provides an intriguing insight into the three plus year full-time investigation into the heinous murder (by strangulation) of Mary Ann Becker inside her Atkinson, IL residence in 1974. 

The presentation covers not only the story of the murder, but focuses on some of the investigative techniques used by investigators, the important role played by a full-time ISP analyst assigned to the case, forensic testing procedures, an exhumation and subsequent autopsy, legal considerations, and the crucial importance of developing rapport with the victim’s family, among other considerations.

This presentation is a, "beginning to end" case review in order to educate officers on the procedures, options available and skills needed to investigate a homicide.

 

Biography: Special Agent Brian Masters is a 13-year veteran officer with the Illinois State Police.  Special Agent Masters is currently assigned to the Illinois State Police Zone 2 Investigations Office in East Moline, IL, with a zone coverage responsibility of four primary counties and eight secondary counties covered in conjunction with other offices for major crimes. 

Currently, the cases assigned to Special Agent Masters range from a multitude of homicidal deaths, death investigations, sex crimes, and on occasion high-dollar financial crimes. 

Special Agent Masters serves as a member of two Public Integrity Major Case Squads; one in Rock Island County and one in Henry County, where major crimes, to include murders and officer-involved shootings, constitute responses.
