On-Line training- TC's- Sexual Assault Incident Procedure Act

The Executive Institute has worked with the 9-1-1 Administrator to offer the course Telecommunicators – Trauma Informed Response to Sexual Assault/Abuse through its Online Learning Network. This new training complies with the statute and should make is far easier for agencies to meet the mandate.  

 

A September 2018 Website notice stated the Sexual Assault Incident Procedure Act extends to Telecommunicators.

  • Newly hired Telecommunicators must receive evidence-based, trauma-informed, victim-centered training regarding the handling of sexual assault and sexual abuse calls prior to answering emergency calls.
  • All existing PSAP tele-communicators shall receive the sexual assault and sexual abuse training curriculum established in subsection (a) of this Section within 2 years of the effective date (1-1-17)

 

In September 2018, the Office of the Illinois Statewide 911 Administrator had posted the training powerpoint on the Illinois State Police website. Click here to view the powerpoint.

 

Now, it is being announced that the ILETSB Executive Institute has worked with the 9-1-1 Administrator to offer the course Telecommunicators – Trauma Informed Response to Sexual Assault/Abuse through its Online Learning Network. COURSE DESCRIPTION -  Telecommunicators - Trauma Informed Response to Sexual Assault/Abuse

This 6-hour course reviews the role of the telecommunicator in responding to sexual assault/abuse calls, while considering the trauma/impact the crime has on the victim. This course gives the telecommunicator an evidence-based, trauma-informed, victim-centered training on handling emergency calls involving sexual assault and sexual abuse. Several videos have been included in the course to help telecommunicators understand the trauma often associated with sexual assault and, how this trauma influences investigations.

 

STATE STATUTE 

    (20 ILCS 2605/2605-53)
    Sec. 2605-53. 9-1-1 system; sexual assault and sexual abuse.
    (a) The Office of the Statewide 9-1-1 Administrator, in consultation with the Office of the Attorney General and the Illinois Law Enforcement Training Standards Board, shall:
        (1) develop comprehensive guidelines for trauma-informed, victim-centered handling of sexual assault or sexual abuse calls by Public Safety Answering Point tele-communicators; and

        (2) adopt rules and minimum standards for an trauma-informed, victim-centered training curriculum for handling of sexual assault or sexual abuse calls for Public Safety Answering Point tele-communicators ("PSAP").

    (b) Training requirements:
        (1) Newly hired PSAP tele-communicators must complete sexual assault and sexual abuse training curriculum established in subsection (a) of this Section prior to handling emergency calls.

        (2) All existing PSAP tele-communicators shall the sexual assault and sexual abuse training curriculum established in subsection (a) of this Section within 2 years of the effective date of this amendatory Act of the 99th General Assembly.
