4 Hour Mandatory Firearms (PA90-626) Waiver Information

Public Act 79-652 states, "Possession and use of a firearm, in connection with official duties of a peace officer in Illinois, is conditional upon participation and successful completion of 40 Hour Firearms Training."
These programs satisfy the requirements of the Illinois Law Enforcement Training Standards Board.
Training includes classroom instruction and weapons practice at a firing range with instructors certified by the Illinois Law Enforcement Training Standards Board. The following conditions were established through the cooperative efforts of the Board and the Northwest Illinois Criminal Justice Commission, Inc.

40 Hour Mandatory Firearms Training Program
COURSE OBJECTIVE: Training time will be devoted to such topics as firearms safety, nomenclature of the pistol and shotgun, range conduct guidelines, malfunctions, fundamentals of shooting both the pistol and shotgun, care and cleaning of weapons, decision making, shotgun orientation, and night firing orientation. Four hours of classroom time will be devoted to the legal responsibility of the use of weapons, particularly the peace officer’s use of force in making an arrest, Illinois Revised Statutes Chapter 38, Sec. 7-5.
Trainees will be required to achieve a score of 70% during two qualification rounds.
Officers will be given one opportunity to pass the MFT written exam and three chances to qualify with their service weapon, if they fail to pass the written exam and/or the qualification, they may have to complete the entire 40-Hour MFT course. Full & Part Time Police Officers successfully completing this course will have complied with Public Acts 70-652 and 84-487 (40 hr. curriculum)
Students must provide the following equipment:
· Duty handgun - 3 magazines
· Duty belt & all related gear
· Police shotgun
· Flashlight
· Eye protection - Mandatory!
· Hearing protection
· Cleaning kit for handgun
· Ammunition:
Handgun: 650 rounds - Factory new or commercially re-manufactured ONLY!
Shotgun: 5 rifled slugs 5 rounds of 00 buck 25 rounds of non-magnum (7 ½ or 8 shot)
NOTICE: All weapons and ammunition will be inspected on the first day of this class. If significant malfunctions occur, which the Lead Instructor determines are caused by a faulty weapon or ammunition, the student will be required to replace the defective gun, or ammunition, before continuing with the class. It is strongly recommended that officers train and qualify with the handgun that they will carry on duty.

Firearm Qualification Course-of-Fire for the 40 hour Mandatory Firearms Training
1. Target Scoring Area: 8 1/2 x 14-inch overlay/center mass of target. The defined firearm types are: Semi-auto/Revolver handgun; minimum capacity 5 rounds
2. For Duty Handgun Qualification, all stages of fire will commence from a secured holster. A passing score is 70%
3. Where indicated below, the word "DRAW" requires the shooter to withdraw the handgun from a secured holster on the command to fire. The word "PRESENT" means that the shooter has the handgun in the shooting hand in low ready (depressed muzzle) position and stands ready for the command to fire under the following conditions:

1. A Form E “Notice of Appointment” must be on file with ILETSB prior to enrollment in this class.
2. No later than 14 days prior to the start of class, MTU1 must have received a:
a. Copy of the officer’s Form “E”
b. MTU1 “Course Enrollment” form
c. MTU1 Signed Indemnification Agreement
d. Proof of Liability Coverage (Certificate of Liability Insurance from agency)

4 Hour Mandatory Firearms (PA90-626) Waiver
When an Illinois Law Enforcement Agency (LEA) hires a law enforcement officer who they believe was certified as a full time law enforcement officer (LEO) in another state and wishes to receive a basic training waiver for that officer, the LEA… Out-of-State Trained Reciprocity Process . If a waiver is granted, that is when this course becomes available.
COURSE OBJECTIVE: Only those individuals pre-approved by Board staff are eligible to attend this special course. Mobile Team Units, as directed by Board staff, (as a condition of Board waiver), will conduct the written MFT exam and MFT range fire qualification to the Board approved officer and will send in the required Board paperwork.
Officers will be given one opportunity to pass the MFT written exam and three chances to qualify with their service weapon, if they fail to pass the written exam and/or the qualification, they may have to complete the entire 40-Hour MFT course.
