IMPORTANT POINTS TO REMEMBER ABOUT THE TOPIC OF ANNUAL REQUALIFICATION
There has been some confusion about what role the "annual testing per Illinois statute plays in the overall qualifications and effectiveness of a canine team.
- It’s an annual requalification test, it doesn’t replace training.
- It’s a test to determine minimum proficiency to qualify a dog for the next 12 months. It doesn’t replace training
- It is a requalification test, not a certification, certification is a term to be used for the initial training, and the test does not replace the need for K-9 training.
- The annual requalification test is not certification (or training)
Requalification is only the first step in ensuring the civil rights of Illinois Citizens are protected. It is the ongoing monthly training that prepares the team to "qualify" annually.
REQUALIFICATION PROCEDURES
Effective January 1, 2019, the new Illinois Law Enforcement Training & Standards Board (ILETSB) Police Canine Narcotics Detection Requalification procedure/standards took effect. Every Canine Team in the State of Illinois must now use this method for Requalification.
One major change is that all scheduling and registration for Police Canine Narcotics requalification’s will be conducted through a single website https://k9.ptb.illinois.gov/OnlineScheduler
The recertifcation has become standardized throughout the state of Illinois and all ILETSB requalification’s and initial certifications are still conducted at no cost to the agency or canine team
Phase 2 of the canine project involves the K-9 team's initial training (Certification). There will be more to follow in the upcoming months. As of January 1, 2019, all newly trained canine teams are required to contact MTU10 (LETAC) at 217-726-7014 to schedule their intial certification test. REQUALIFICATION SITES IN ILLINOIS
There are seven MTU’s (and the Cook County Sheriff’s Office) that are authorized to host Canine Narcotic requalification tests. There will be an average of at least one monthly test opportunity at one of the locations across the state. Your Canine team will be free to register and attend any date and location. ILETSB website 1/3/2019 - Annual Narcotic Detection Canine Requalification Report Form (for 2018)
As you are aware, effective January 1, 2019, the process for annual canine requalifications has changed. The old Annual Recertification Form was removed from the website, but we have received numerous inquiries from agencies who have not yet submitted their 2018 certification documents. Be sure to send the completed form, along with a scanned copy of the certificate of completion of training ptb.applications@illinois.gov .
