Basic Truck Weight Enforcement: Truck Enforcement 1 (40 Hours)
This course is the first level of a series of truck safety related courses designed to address weight, dimension, safety and equipment related issues and enforcement on second division vehicles operating on Illinois highways. This course primarily focuses on overweight and over dimension commercial vehicles that are responsible for a disproportionate amount of damage to Illinois highways and infrastructure.
It is important for local law enforcement to take effective enforcement action to deter overweight, over dimension, and unsafe trucks from the public highways. This one-week program is designed to provide traffic and truck enforcement officers with the skills and knowledge to enforce Illinois truck weight and dimension-related laws along with other associated truck regulations in their jurisdictions.
Topics to be discussed include:
PLEASE NOTE: Students attending this program should also attend the companion Portable Scale Certification Course if they will be issuing citations based on the use of any type of portable scale regardless of scale ownership. This companion course is not required for weight enforcement officers utilizing stationary in-ground scales only.
Portable Weigh Scale Certification (4 Hour)
This four hour course is designed to satisfy requirements set forth in Public Act 91-0129 that requires law enforcement officers that weigh overweight trucks, and issue citations based on the use of portable scales, to be certified by the ILETSB in the use of portable scales.
This class will fulfill that requirement and will supplement the required standard 40 Hour Basic Truck Weight Enforcement – Truck 1 class or similar program within the previous five years. Law enforcement agencies that only issue overweight truck weight citations based on the use of stationary, in-ground/elevated platform scales, are not required to complete this course.
Topic to be addressed include the following:
· Review of the history of portable scale use in Illinois
· Recommendations based on the1997 Illinois Truck Weight Enforcement Task Force Report
· Current law relative to truck weight enforcement with portable scales
· Review of the Federal NIST Handbook 44
· Review of the Illinois Department of Agriculture Weight and Measures Standards Act
· Practical exercises involving the use and setup of portable scales
NOTE: Officers taking this class must have completed the ILETSB certified 40 Hour Basic Truck Weight Enforcement class program or a similar program in the past five years in order to enroll in this course.
These courses will be taught by; Chief James Linane (Ret.), Sleepy Hollow Police Department, Sgt. Ron Brandenburg (Ret.), Elburn Police Department and Ofc. Zach Pugh, Glendale Heights Police Department.

- Recognition of overweight, over-dimension vehicles on all highways
- Proper methods of weighing second division vehicles
- Chapter 15 of the Illinois Vehicle Code relating to weight, dimension and permitting regulations
- The Commercial Driver’s License program
- Illinois Second Division Registration and the International Registration Plan
- Legal issues and recent and upcoming changes in law
- Illinois Department of Transportation policy on permit moves
- Changes to the fine, and court cost structure due to the Safe-T Act (P.A. 101-0652)
- In-class and in-field practical exercises
