INSTRUCTIONAL GOAL:
This fast paced one-day course is intended for patrol officers and supervisors who want to
become more effective in detecting, apprehending, and documenting the arrest of criminals
including drug users, drug traffickers, fugitives, gang members, as well as terrorists.
Student Performance Objectives.
At the end of this unit the trainee will be able to:
1. Define actions, activity abnormalities which are conducive to criminal behavior behind
the wheel. Identify abnormalities in and on subject vehicles which warrant an
investigative vehicle stop. Student obtain the ability to detect the operation of all forms
of illegal activities.
2. Identify and list observable indicators of criminal and/or terrorist activity following a
lawful vehicle stop.
3. Deline the overall role, responsibility and strategy of contact and cover. Identify
standard operational safety procedures for all field contacts.
4. List various behavioral characteristics that could be indications of high stress and
criminal behavior. Discuss the need for '6norming" persons responses and behaviors
prior to drawing conclusions.
5. Define the elements of a constitutionally sound search including those based on probable
cause and those based on consent.
6. Identify proper search techniques used to locate common areas used for hiding
contraband in a motor vehicle including natural cavities and manufactured aftermarket
compartments.
7. List of options available to salvage a turn-down within constitutional limits.
