This presentation is part of the Illinois Park Law Enforcement Association (IPLEA) conference being held at Eagle Ridge Resort, September 17-20, 2017.

COURSE CONTENT:  This presentation will involve the suggested best practices for managing crime scenes in outdoor environments. Actual Case reviews will provide the real-world examples for best practices. The instructor will review some accidental and some criminal in nature.

STUDENT PERFORMANCE OBJECTIVES

Ø  Recognize how to properly secure and preserve a crime scene.  

Ø  Recognize when specialized assistance should be requested to respond to the crime scene.  

Ø  Recognize information to gather for the crime scene to be processed.  

Ø  Recognize circumstances where a warrant-less search or search warrant are appropriate.  

Ø  Define evidence  

Ø  Identify potential evidence at a crime scene.  

Ø  Recognize how to protect potential evidence.  

Ø  Recognize how to effectively document the crime scene through notes and photographs.  

Ø  Identify how to properly collect and package evidence.

o   Death/ homicide techniques, crime scene management, legal issues, Investigative Resources

Ø  Search and seizure laws relating to crime scene processing

Instructor Biography

In 2000, Sgt. Angela Mathews-McGee began her law enforcement career as a Deputy Sheriff in Lee County, Illinois, where for five years she worked in both patrol and investigations.  In 2005, Angela moved on to the Illinois State Police where she was assigned for two years in patrol and two years in general investigations. In 2009, Angela was assigned to ISP crime scene services.

Currently Angela is assigned to Region 2 Crime Scene Services Command, which covers twenty-three counties in northwest Illinois. Her office is located at the Forensic Science Laboratory in Rockford. 

During Angela’s time in as a Crime Scene Investigator, she has processed over 1000 crime scenes and attended numerous autopsies.  Angela is also the Secretary/Treasurer for the Illinois Division of the International Association for Identification (which is a professional organization for CSIs and Forensic Science Lab personnel).
