PURPOSE OF COURSE:  

This program has been designed by the Federal bureau of Alcohol, Tabacco, Firearms and Explosives (ATF), Chicago Field Division, along with expert practitioners in the field of firearm evidence identification and collection. The purpose of this course is to educate Officers, Homicide Investigators, Detectives, Crime Scene Investigators (CSIS), and members of Major Crime Task Forces in the art and science of firearm related crime scene investigation as it relates to collection, identification, and preservation of firearm evidence to be submitted for analysis.

COURSE OVERVIEW:

This program is designed for Officers, Homicide Investigators, Detectives, Crime Scene Investigators, Members of Major Crime Task Forces and Evidence Technicians. The course will introduce the NIBIN program used to evaluate ballistic evidence to identify shooters and connect a firearm to multiple crime scenes and NESS, a web based investigative tool, that overlays NIBIN data with local law enforcement shooting and gun recovery information on one platform. This course will also review the firearm tracing program which provides critical information to assist domestic and international law enforcement agencies investigate and solve firearms crimes; detect firearms trafficking; and track the intrastate, interstate and international movement of crime guns. The impact of these tools and techniques upon specific criminal investigative disciplines will also be discussed and practiced. Course topics include the following:

  • Definition of a firearm
  • Identify a crime gun
  • NIBIN Program Goal
  • Description of the NIBIN Process
  • Identifying firearms from casing evidence
  • NIBIN Language for Warrant and Complaint Affidavits
  • Demonstrative Diagrams and Images
  • Tracing Privately Made Firearms/ Machine Gun Conversion Devices
  • Introduction to firearms tracing program
  • Integration of firearms tracing with NIBIN
  • Interview and report writing techniques for firearms related crimes
  • NIBIN Terminology
  • NIBIN/NESS integration, terminology and triaging

COURSE GOALS:  

This program will provide students with the following    knowledge:

  • Demonstrative knowledge of Firearm definition
  • Working knowledge of the NIBIN program
  • Working knowledge of the NIBIN submission process
  • Working knowledge of the Firearm Trace Program
  • Demonstrative knowledge of how to process a NIBIN Lead
  • Demonstrative knowledge of Trace interview and report writing   techniques
  • Working knowledge of NIBIN terminology
  • Working knowledge of the NESS program

METHODS OF INSTRUCTION:

This course is conducted using the following methods of instruction:

  • In-class lecture/PowerPoint
  • In-class practical exercises and discussion
  • In-class individual and group exercises

ATTENDANCE POLICY: This is a state-certified course. Consequently, no more than 10% of class time, or 12 minutes, may be missed. It is strongly suggested that students missing any time contact the instructor in advance and make suitable arrangements to pick up and/or review missed materials or information presented.
